How does this build a list?
It runs the same stats-only estimate as the acceptance calculator against every school with a published admit rate, then buckets them into safety, target, reach, and far reach. It does not know cost, major, or whether you would actually go.
Why are highly selective schools always reaches?
Single-digit admit rates stay long shots even with strong numbers. That is the point of a balanced list: a few of those, then real targets and safeties underneath.
